Through the United Nations Development Programme (UNDP), the Support Office DREAM has started operating, as reported by the UNDP press service

"At the request of the Ministry of Reintegration and the Kyiv Regional Military Administration, a team of six experts has been formed. Five of them started working on November 1. These include two experts in procurement and finance, an engineer, an anti-corruption expert, and a coordinator, the head of the DREAM Support Team," said Igor Kistenev-Kavkazsky, the national project manager of UNDP.

According to him, half of the team's working time is dedicated to assisting in the implementation of the DREAM system, and the other half is focused on supporting selected projects.

Currently, the team is helping to implement 56 projects in Kyiv region funded by the Fund for the Elimination of the Consequences of Armed Aggression, 18 projects with the involvement of EIB funds, and 18 projects under United24. They assist in obtaining and shaping systematic information for these projects and inputting it into the DREAM system, which is currently undergoing beta testing.

Usually, project support is provided in four directions: finance/procurement, technical/engineering, social/community coordination, and anti-corruption. Regarding projects financed by the Fund for the Elimination of Consequences, the decision has been made to focus on financial, technical, and anti-corruption components.

The second direction of the DREAM Support Team's work is implementation support, which involves working on-site, monitoring the status of projects with photo documentation, meetings with communities, and support at all stages, from project approval and receipt of advances to commissioning.

Kistenev-Kavkazsky claims that a team of six experts can effectively coordinate up to 200 projects. The goal is to focus on around 100 reconstruction projects in Kyiv region and an equal number throughout Ukraine. Other selected regions include Zhytomyr and Chernihiv. Funding has already been found for all projects supported by the DREAM Support Team, for example, in Chernihiv, where UNDP coordinates three projects funded by Latvia.
