The State Financial Monitoring Service Obtained Direct Access to the Declarations Register: What Does This Mean for Lawyers?

On 7 April 2026, the Ministry of Finance and the National Agency on Corruption Prevention jointly adopted Order No. 189/100/26 approving the Procedure for the State Financial Monitoring Service’s access to the Unified State Register of Declarations. This decision establishes a new financial control framework by effectively integrating anti-corruption mechanisms with the anti-money laundering (AML) system.

From now on, access will be granted in an automated manner through secure communication channels. The State Financial Monitoring Service will be able to obtain not only declarations, but also declarants’ profile data, including login IP addresses, system activity information, and notifications regarding the opening of foreign currency accounts abroad.

For attorneys and legal professionals acting as reporting entities for primary financial monitoring purposes, these changes signify a transition towards enhanced and in-depth analysis of PEP clients.

The use of qualified electronic signatures (QES) and user activity logging ensures greater transparency of the process. At the same time, for politically exposed persons (PEPs), there will effectively be no remaining “blind spots” in the verification of Source of Wealth information.
