The Ministry of Finance Clarified New Rules for the Registration of Primary Financial Monitoring Entities
The Ministry of Finance, in its clarification, emphasized the importance of timely registration of entities subject to primary financial monitoring with the State Financial Monitoring Service of Ukraine. The updated procedures are linked to the transition to electronic interaction through a specialised information and communication system — the E-Cabinet of the Financial Monitoring System. From now on, the electronic format is the default and primary method for submitting information, while paper documents are allowed only in exceptional cases.
The registration obligation applies, in particular, to accountants (except for employees), companies providing accounting services, and tax advisors. Clear deadlines have been established: legal entities must register within three working days from the appointment of a responsible officer, but no later than before conducting the first financial transaction. For individuals, registration must be completed no later than the day of establishing business relations or carrying out a transaction.
A key element of the new model is full digitalisation of the procedure. Information is submitted via a personal E-Cabinet or API using electronic identification and qualified electronic signatures (QES). Fulfilment of the obligation is confirmed by a notification from the State Financial Monitoring Service, and the submitted data is reflected in the system by the next working day. Failure to comply with the requirements or breach of deadlines may result in significant financial consequences.
