The Ministry of Defense Expanded the List of Deferrals in the “Reserve+” App

18/11/2025

The Ministry of Defense of Ukraine has updated the functionality of the Reserve+ application, adding new categories of individuals eligible for online mobilization deferrals.

Now, parents raising a child under 18 on their own, as well as those whose partners have died or lost parental rights, can submit a deferral request through the app without visiting a Territorial Recruitment Center (TCC) or collecting additional documents.

To obtain an online deferral, the following steps must be completed:

  • Submit a request in the Reserve+ app.
  • The system will check the eligibility criteria in state registries.
  • If confirmed, the deferral is granted automatically, and the information is reflected in the individual’s electronic military record.

The Ministry of Defense emphasized that, for this type of deferral, the State Civil Registry (DRACS) must contain up-to-date information about the child, as well as about the death or loss of parental rights of the other parent.

If these data are missing, the applicant must submit the relevant documents to any convenient DRACS office.
