The International Register of Damage caused by the aggression of the Russian Federation against Ukraine will start working soon
As announced by the Ministry of Justice press service, the technical launch of the International Register of Damages will take place in The Hague as part of the international conference "Restoring Justice for Ukraine".
The Damage Register is a system for registering claims from individuals, legal entities, and the state of Ukraine for compensation for damages, losses, and harm caused by Russian aggression against Ukraine.
According to the Ministry of Justice, the Register will include 40 categories of claims (loss of life, torture and sexual violence, as well as physical injuries, forced displacement and resettlement of individuals, property and income loss, other forms of economic damages, damage to critical infrastructure, and other state objects, etc.). Currently, the focus is on opening one category of claims.
A digital platform has been created to accept claims. It is anticipated that all claims will be in digital format only.
"We are awaiting the start of the international commission's work, which will adjudicate compensations; it is estimated that it will take at least a year to establish. Simultaneously, negotiations are ongoing with partners regarding the establishment of the Compensation Fund, which is planned to be funded by seized assets of the Russian Federation. There is still a lot of work ahead," noted the Deputy Minister of Justice and Head of the Development Direction of the International Compensation Mechanism, Irina Mudra.
As stated by the Ministry of Digital Transformation, Ukrainians will be able to submit relevant claims via Diia platform in just a few clicks. "This is the first case of international data exchange between Ukraine and the European Union in collaboration with the Ministry of Justice, utilizing Diia. In the initial stage, claims can be submitted for damaged and destroyed real estate, provided there is a survey report from local authorities; however, this requirement will be waived in the future. Additionally, we plan to expand the service to allow citizens to file claims for harm to life, health, cases of torture, and sexual violence via Diia. Furthermore, we will add the ability to file claims for compensation for damages for businesses," stated the Ministry of Digital Transformation press service.
