Restrictions on access to registries during martial law: what will change for lawyers and businesses.
The Government has published a draft resolution “Certain Issues of Restricting Access to Public Electronic Registries” (implementing Law No. 4576-IX), which significantly changes the rules for working with state data during wartime and for one year after its end.
Key restrictions:
- Access to information on the address of an asset and the cadastral number of a land plot will be available exclusively to the right holder.
- On the Public Cadastral Map and the open data portal, information will be published without details on owners, cadastral numbers, and designated land use.
- Information on inventions, trademarks, and industrial designs related to national security will be restricted from public access based on confirmation letters from the Ministry of Defense.
What remains unchanged:
Special access for right holders to their own data will not be restricted.
