Reserve+ Now Accepts Deferment Requests from People with Disabilities Registered in the Unified Social Sphere Information System (USSIS).

The Reserv+ app has introduced a new feature for individuals with disabilities — they can now submit a request for mobilization deferment if their data is available in the Unified Social Sphere Information System (USSIS). Previously, this option was only available to those who had a pension certificate and were listed in the Pension Fund register, according to the Ministry of Defense of Ukraine.

“Deferments for people with disabilities through Reserv+ were among the most frequently requested features. We are working to ensure that all types of deferments become accessible through the app, without queues or paperwork,” said Kateryna Chernogorenko, Deputy Minister of Defense of Ukraine for Digital Transformation. To use the new feature, users need to tap the three dots on the app's main screen, select “Submit a deferment request,” and choose the relevant category. The user will receive a notification with the result. If no data is found in the register, the user should contact the local Department of Social Protection with the appropriate documents. For reference, the deferment request feature in Reserv+ was first introduced in autumn 2023 for three categories: persons with disabilities registered in the Pension Fund of Ukraine; students, postgraduate and doctoral students; and parents of three or more children.

These changes were implemented by the Ministry of Defense of Ukraine in cooperation with the Ministry of Defense of Germany, the Better Regulation Delivery Office (BRDO), and with support from the EU under the DT4UA project, executed by the e-Governance Academy (Estonia).
