Register of Damage Opens Its Final Claim Categories for the State and Territorial Communities

08/10/2026

The Ministry of Justice of Ukraine has announced that, on 30 September 2026, the international Register of Damage for Ukraine, established to record damage caused by the aggression of the Russian Federation against Ukraine, opened the three remaining claim categories for the State of Ukraine:

  • B1.6 “Other Property Losses”;
  • B3.1 “Environmental Damage”;
  • B3.2 “Looting and/or Appropriation of Natural Resources”.

As a result, the State of Ukraine and territorial communities can now submit claims under all categories established by the Register.

Category B1.6 “Other Property Losses” covers damage to, destruction of, or loss of property that does not fall within any of the other claim categories. However, this category does not cover damage to infrastructure, residential real estate, public buildings and structures, cultural property, the environment, or natural resources.

Category B3.1 “Environmental Damage” covers claims relating to harm caused to the environment. This includes losses and costs associated with reasonable and proportionate measures to prevent and remedy such damage, monitor and assess its impact, carry out clean-up and restoration activities, undertake remediation and rehabilitation, as well as address environmental degradation.

Category B3.2 “Looting and/or Appropriation of Natural Resources” concerns the unlawful seizure, looting, use and/or appropriation of renewable and non-renewable natural resources for the purpose of obtaining their commercial value. Claims under this category may include the value of natural resources that have been looted or appropriated.

Claims under Category B are submitted through the Diia Portal.

As of now, Ukrainian citizens, legal entities and the State of Ukraine can record losses and damage caused by Russian aggression in the international Register of Damage under all categories approved by the Register.

For reference, according to the Official Website of the President of Ukraine, the Register provides for a total of 21 claim categories for individuals, 11 categories for legal entities, and 11 categories for the State of Ukraine. These categories cover various consequences of Russian aggression against Ukraine, including the death or disappearance of family members, bodily injuries, torture, sexual violence, forced displacement, loss of housing, employment and private business, damage to property and infrastructure, economic losses suffered by businesses, damage to cultural heritage and the environment, humanitarian expenses incurred by the state, and other types of damage.
