Law on Veteran Entrepreneurship Enters into Force.

On 26 February 2026, Law of Ukraine No. 4563‑IX On Veteran Entrepreneurship entered into force. The law was adopted on 31 July 2025 and introduces a comprehensive mechanism of state support for veterans who are engaged in or plan to start entrepreneurial activities.

The purpose of the Law is to create favorable conditions for the economic self-realization and integration of veterans into civilian life, as well as to stimulate the development of the national economy.

Who Can Obtain the Status of a Veteran Entrepreneurship Entity?

The Law defines three categories of entities:

  • Individual entrepreneurs who are war veterans;
  • Self-employed veterans carrying out independent professional activities;
  • Legal entities in which a veteran or a group of veterans are the ultimate beneficial owners (holding 100% of the share capital or where 100% of members are veterans).

The status is granted voluntarily for a period of five years through inclusion of the relevant information in the Unified State Register of War Veterans.

What Types of State Support Are Provided?

The Law introduces a special regime of economic support, which includes:

  • Financial support:

    – Provision of grants, loans, and repayable as well as non-repayable financial assistance.

    – Compensation of interest rates on loans and leasing payments.

    – Allocation of at least 10% of the budgets of entrepreneurship support programs to veteran businesses.

  • Property support:

    – The right to lease state and municipal property without conducting an auction.

  • Information and advisory support:

    – Creation of a unified state web portal containing information on support programs, investment opportunities, and educational events.

    – Organization of training programs, workshops, and forums.

  • Intellectual property benefits:

    – Reduced fees for the registration of rights to inventions, trademarks, and industrial designs.

In addition, the Law introduces amendments to the legislation on local self-government, empowering local councils to develop and approve their own support programs for veteran businesses.

The entry into force of this Law is an important step in shaping state policy aimed at recognizing the contribution of the defenders of Ukraine and creating conditions for their sustainable economic growth.
