How to Reserve Employees via the Diia Portal
To reserve employees via the Diia portal, a company must hold valid “critical enterprise” status. Here’s how the process works — from submitting applications and understanding which companies are eligible, to avoiding delays caused by outdated data in the Pension Fund and tax records. This was reported by the Ministry of Digital Transformation of Ukraine.
How to Submit a Reservation Application in Diia
To reserve employees, follow these simple steps:
- Log in to the Diia portal, select the “Employee Reservation” service, and click “Submit Application.”
- Enter the details of the employees you wish to reserve.
- Confirm the employee’s salary.
- Check the entered information and sign the application. It must be signed by the head of the enterprise or an authorized person.
The result will be sent to your email and displayed in your Diia account. If the reservation is successful, it will be reflected in the Rezerv+ system.
The process is fully automated — all information is verified by the system rather than manually, making it fast, transparent, and bureaucracy-free.
What to Do If Employees Are Missing from Registers
If a newly hired employee does not appear in the registers, contact the Pension Fund of Ukraine (PFU) to update the information. This can be done through the “Communication with PFU” section on the portal. Use the real-time notification about employment relationships — Submit the real-time notification immediately after hiring, dismissal, or internal transfer — either on the same day or the next.
If the employee's data was submitted on time, they will be reflected in the Oberig system, and reservation will proceed smoothly. However, if there is a delay in submission, you must file the latest tax report via the Tax Service portal (DPS) and wait for PFU to update the employee data.
Who Can Reserve Up to 100% of Their Employees?
Some enterprises are permitted to reserve up to 100% of their workforce, including:
- Enterprises in the fuel and energy sector (as determined by the Ministry of Energy);
- The company that acts as the technical administrator of the Diia portal;
- Defense industry enterprises (per the Ministry of Strategic Industries);
- Enterprises with national sports teams (Olympic, non-Olympic, and Paralympic), per the Ministry of Youth and Sports;
- UN specialized agencies, foreign diplomatic missions, and representations of international organizations (per the Ministry of Foreign Affairs);
- International courts, NGOs, and other international institutions of which Ukraine is a member or observer.
Employees That Can Be Reserved Outside the Company’s Quota
The following employees can be reserved beyond the company limit:
- Medical personnel working at healthcare institutions as their main place of employment;
- Emergency repair crews supporting electronic communications networks;
- Crews building power-resilient communication networks (e.g. xPON technology or mobile networks);
- Crews maintaining gas distribution systems.
