How Can Foreign Investors Obtain an Immigration Permit to Ukraine?

Foreign nationals and stateless persons who have made an investment in Ukraine’s economy of at least USD 100,000 in convertible currency may obtain an immigration permit.

To do so, they must submit:

  • Copies and originals (for verification) of the company’s charter or investment agreements;
  • A bank statement confirming the receipt of the investment (submitted to the State Migration Service [SMS] through the local office or by email).

The written application for an immigration permit must be submitted:

  • Through Ukrainian consulates abroad (if the applicant resides outside Ukraine permanently);
  • To the territorial office/unit of the SMS at the applicant’s place of residence (if the applicant is legally staying in Ukraine).

The applicant must submit the documents in person or through a legal representative. Individuals aged 12 and above must provide biometric data; from the age of 14 — a digital signature is also required.

The following documents must be attached to the application:

  • Passport or identification document (with a Ukrainian translation);
  • Documents confirming legal stay in Ukraine;
  • Information on the place of residence in Ukraine and abroad;
  • Family documents (if available);
  • Medical certificate;
  • Police clearance certificate;
  • Payment receipt for the administrative service: UAH 1,514.00 + UAH 179.74 (as of 01.01.2025).

Review of the bank statement may take up to 3 business days. A response can be provided in electronic form with a qualified electronic signature.
