Document flow simplified in Ukraine: the customer’s signature on service acceptance acts is no longer mandatory.

The Verkhovna Rada of Ukraine has adopted in the second reading draft law No. 14023, which introduces important amendments to the procedure for preparing primary documents, including service acceptance acts.

From now on, the service provider may sign such documents unilaterally. However, for this to be possible, such an option must be expressly provided for in the written agreement with the customer.

Key aspects of the adopted document:

  • Purpose: Reduction of administrative burden and simplification of document flow between business entities;
  • Condition: The possibility for the service provider to sign the act unilaterally must be clearly stipulated in the terms of the written agreement;
  • Exceptions: The new rules do not apply to requirements for the preparation of primary documents related to services paid for with budget funds;

Thus, the respective decision is an important step toward deregulation and is intended to accelerate business processes by saving time and resources previously spent on logistics and the exchange of paper documents.
