Deferral from mobilization can be reissued without losing the current status.

The procedure for issuing a deferral from conscription during mobilization is gradually being improved, taking into account the practical needs of military accounting and the development of electronic state services. The Resolution of the Cabinet of Ministers of Ukraine dated July 29, 2026 No. 978 eliminates one of the important practical problems - now those liable for military service will have the opportunity to reissue a deferral on another legal basis without the risk of early termination of an already valid deferral.

The document establishes the principle of continuity of the deferral. Submission of an application for its reissue does not terminate the validity of the current deferral. In particular, the previous status is preserved until the relevant decision is made by the commission and is terminated only after the updated information is entered into the Unified State Register of conscripts, persons liable for military service and reservists. If, based on the results of the review, a decision is made to refuse reissue, the current deferral continues to be valid until the end of the term for which it was granted. In addition, the Government has clarified the procedure for checking documents and the terms of consideration of relevant applications.

Separately, the possibilities of electronic registration have been expanded. Through the Administrative Service Centres using the "Diia" portal, you can now apply not only for initial registration, but also for re-registration of a deferral. The system will automatically check information from state registers, the status of the current deferral and provide the opportunity to re-apply if there are less than 30 calendar days left before its expiration.
