The Resolution Introducing a Compensation Mechanism for Business Losses Has Entered Into Force: When Will It Start Working?

On 29 November 2025, Resolution No. 1541 of the Cabinet of Ministers of Ukraine entered into force. This Resolution approves the Procedure for providing partial compensation for the value of property of business entities damaged or destroyed as a result of the armed aggression of the Russian Federation, as well as partial compensation for insurance premiums under insurance contracts covering war risks.

Although the Resolution has entered into force, its provisions will apply starting from 1 January 2026. From this date, businesses will be able to submit applications to receive the respective compensations.

The document defines:

  • the mechanism for providing compensation for damage/destruction of property located in high-risk areas (Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson and Chernihiv regions, excluding temporarily occupied territories);
  • the mechanism for partial compensation of insurance premiums for business entities that have insured their property against war risks within the territory of Ukraine, excluding temporarily occupied territories.

Thus, the approved Procedure contains the following key provisions:

  • Compensation is granted only to business entities that are not bankrupt, have no tax debt, and are not subject to sanctions;
  • The overall maximum amount of compensation is UAH 10 million for damaged/destroyed property and UAH 1 million per year for insurance premiums;
  • Participation in the compensation programmes is voluntary and fee-based. The participation fee for property compensation is 0.5% of the estimated loss, and for insurance premium compensation – UAH 5,000 per insurance contract;
  • The determination of direct loss is performed by a certified valuation professional in accordance with approved methodologies;
  • Submission of applications is a condition for accession to an agreement assigning to the state the right of claim against the Russian Federation for compensation of damage to the destroyed real estate.

According to the provisions of the above Resolution, to participate in the property compensation programme, an application and the relevant set of documents must be submitted to the Private Joint-Stock Company “Export Credit Agency” (the Agency). It is important to note that applications for compensation of damaged property must be submitted separately for each object, and only after the property has been included in the State Register of Damaged and Destroyed Property.

In contrast, to obtain compensation for insurance premiums, an application must be submitted to both the insurer and the Agency.

The review period for applications shall not exceed 30 calendar days, with the possibility of an extension for an additional 30 days.

Compensation for damaged/destroyed property is paid by bank transfer to the business entity’s account within the limits of funds allocated in the state budget.

Compensation for insurance premiums is paid after the expiration of the insurance contract.

Foreign Businesses Are Acquiring Diversified Assets in Ukraine

The Latvian pharmaceutical distributor SIA Emteko Holding received approval from the Antimonopoly Committee of Ukraine (AMCU) to acquire the Ukrainian subsidiary of the pharmaceutical company Gedeon Richter. Emteko represents the interests of European pharmaceutical manufacturers and handles the supply and distribution of their products. Gedeon Richter is a Hungarian multinational corporation specialising in the production of medicinal and pharmaceutical products.

At the same time, the AMCU granted approval to the German company EMI Deutschland GmbH to acquire the Kremenchuk Wheel Plant. This is one of Ukraine’s leading enterprises for wheel production, exporting to many countries. EMI Deutschland GmbH, which specialises in the production and supply of automotive components, will be able, upon acquiring the Ukrainian plant, to exercise strategic management, implement investment projects, and modernise production.

Additionally, earlier the Polish group Maspex received approval from the AMCU to establish joint control with a Ukrainian partner over the companies “Carpathian Mineral Waters” and “Trading House Carpathian Mineral Waters.”

Bulgaria to Build a Float Glass Plant to Supply Ukraine’s Reconstruction

The Bulgarian company Technoglass Group and the German engineering group HORN Glass Industries AG are launching a joint project to build a high-tech float glass plant in Bulgaria, with estimated investments of around €300 million, according to Technoglass Group. The plant is expected to become one of the largest in Europe, producing 800 tons of glass per day.

The design phase of the plant is already nearing completion, with production planned to start by the end of 2027. The main production facilities will be located in the city of Burgas, chosen due to its well-developed logistics infrastructure, including a railway hub, a major seaport, and an international airport.

A significant portion of the float glass will be exported. Agreements have already been reached with companies in multiple countries, including the UAE and Nigeria, but the key market will be Ukraine. The estimated supply to Ukraine is over 30 million square meters of glass per year, for which preliminary contracts have already been signed with domestic construction and trading companies, as well as manufacturers of metal-plastic windows.

Turkish Holding Onur Group to Invest $650 Million in Its Ukrainian Business by 2030

The Turkish holding Onur Group, which has been operating in Ukraine for over 20 years, plans to invest up to $650 million in the development of its Ukrainian business by 2030. The company, which started as a road contractor, has gradually transformed into a diversified group with interests in energy, mining, medical technologies, hospitality, and real estate.

One of the key areas of Onur Group’s development in Ukraine will be expanding capacities in the green energy sector. The holding plans to increase its energy portfolio to 690 MW, investing approximately $450 million in this area. Another $200 million will be allocated to other projects, including the construction of a new hotel-residential complex in Lviv and expansion in the natural resources sector. The company is already implementing initiatives in the development of kaolin, gold, and graphite deposits.

During its time in the Ukrainian market, Onur Group has invested around $570 million in the country. Despite the war, the group views Ukraine as one of the key markets in its global portfolio. The holding plans to actively participate in Ukraine’s reconstruction and the strengthening of its infrastructure.
