Changes to the functioning of the National Qualifications System have come into force.
On July 14, the Resolution of the Cabinet of Ministers of Ukraine dated July 8, 2026 No. 894 “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine on Improving the Functioning of the National Qualifications System” came into force.
The document updates the procedure for developing, introducing and revising professional standards. In particular, the procedure for submitting applications for the development of professional standards has been improved, including for professional qualifications that are not currently included in the Unified Register of Qualifications - Classifier of Professions. Such applications must contain a justification for the need to introduce the relevant qualification and confirmation from employers of its relevance and demand in the labor market.
In addition, an updated procedure for checking professional standards has been established, in particular for duplication or similarity of their provisions with already valid standards, and the mechanism for interaction between developers and the Qualifications Agency has been clarified. Information on submitted applications, their registration and cancellation, as well as information on professional standards will be published on the Agency's official website.
