Changes in customs clearance

On 20 March 2022, the Cabinet of Ministers of Ukraine adopted Resolution No. 330 "Some issues of customs control and customs clearance of goods, in particular vehicles, under martial law", which introduced the possibility of importing most goods in a simplified way. The basis is the submission of a preliminary customs declaration which allows the import of goods without:

  • settlement of customs payments,
  • carrying out a customs inspection,
  • carrying out phytosanitary control,
  • measures of non-tariff regulation.

The trend towards liberalization of customs regulations continues with the Law of the Verkhovna Rada of Ukraine "On Amendments to the Tax Code of Ukraine and other legislative acts of Ukraine regarding the improvement of legislation for the period of martial law", which entered into force on 5 April 2022.

It should be noted that the simplification of rules does not apply to some goods, and the import of goods from the territory of the aggressor country is prohibited.
