A system called e-Consul has been launched in Ukraine.

02/09/2024

As of August 2024, the Ministry of Foreign Affairs (MFA) has already launched a digital platform, which is currently being tested in a closed mode. The platform includes an updated electronic queue, personal accounts for applicants and consuls, as well as automated pilot services in areas such as notary services and certificate issuance.

The Ministry continues to work on integrating the system with state registries and information databases, which will reduce the time required for consular services by 30-80%, depending on the type of service.

The new system will gradually eliminate the need for citizens to provide information that is already available to the state and will enable the introduction of the first remote services that do not require a personal visit to the consul.

It is expected that Ukrainians will be able to use the updated system by the end of this year. Currently, it is undergoing necessary security checks, vulnerability testing, encryption algorithm verification, and stress testing.

After the launch of the modernized e-Consul system and analysis of analytical data, the MFA plans to continue the digitalization of the consular sector in 2025. This will include an increase in the number of remote services, integration of online payments, document sharing via "Diia" in collaboration with the Ministry of Digital Transformation, and the implementation of new technological solutions to improve service accessibility.

The capabilities and convenience of the consular information system will gradually expand with increased integration with state information resources and based on user feedback.
