New Criticality Criteria from the Ministry of Economy

By Order No. 471 dated September 11, 2025, the Ministry of Economy approved updated requirements for determining “critical” employers, while the previous criteria have become invalid. Instead of criteria set by multiple ministries, a single set of new criteria will now apply, with some conditions—such as salary level and monopoly status—removed.
Ministry of Economy Resumes Applications for Critical Status for Agro-Enterprises

The Ministry of Economy, Environment, and Agriculture of Ukraine announced the resumption of applications from agro-industrial enterprises seeking recognition as critically important for the functioning of the economy and ensuring the population’s livelihoods during a special period.
As of October 1, the exemption from the payment of the single social contribution (SSC) for individual entrepreneurs (FOP) and other self-employed persons has been expanded.

Starting from October 1, 2025, the number of conditions under which FOPs and other self-employed individuals, for whom the SSC has already been fully paid by their employer, may be exempt from paying SSC for themselves has been reduced — it will no longer be required to have a main place of employment.
Changes to the Registration of Tax Invoices Effective from September 27

As of September 27, 2025, amendments to the Procedure for Suspension of Registration of Tax Invoices and Adjustment Calculations in the Unified Register of Tax Invoices (URTI) came into force. The goal of these amendments is to reduce the number of businesses facing invoice blocking.
